What was the challenge?

The Midlands Medical Accommodation (MMA) programme is a multi-million pound redevelopment of DMS Whittington that will provide a “centre of excellence" and home to the Defence Medical Services. Full use is being made of technology to make this an internationally renowned medical training centre, so one of the programme's key areas of focus was the Defence Medical Education Local Area Network (E-LAN), or DMEL, which is required to provide the primary Information Service (IS) for DMS Whittington. 

DMEL’s biggest constraint was MMA timescales as E-LAN installation couldn’t occur until MMA infrastructure was in place.  This gave BMT Hi-Q Sigma consultants just over a year to provide delivery oversight of the full solution.   

What was our solution?

To ensure timely delivery of the E-LAN, we deployed a team with experience in project management and systems engineering, combined with domain knowledge and experience of delivery in rapid procurement environments. We were able to devise and implement a streamlined strategy which saw the selection of a focused and appropriate commercial route to market. DMEL subsequently determined and awarded a contract to a suitable and highly capable supplier in March 2013. 

After demonstrating value for money acquisition and securing Cabinet Office approval, we were responsible for managing the supplier contract and budget. With clear requirements specifications, a sufficiently flexible contract, rigorous change control and a good relationship with the supplier, BMT Hi-Sigma consultants were able to deal with the required changes during implementation, mindful of driving value for money for the customer at the same time.
